Imported stainless sheet returns to BIS rules next month
The Ministry of Steel's order of March 31 lets stainless steel flat products enter India without meeting input-adherence requirements under three Indian Standards, IS 6911, IS 5522 and IS 15997, as long as the Bill of Lading is dated on or before September 30, 2026. After that date, the requirements apply in full. No further extension had been announced at the time of writing.
What the exemption covers
The three standards govern stainless plate, sheet and strip, including the 200 and 300 series grades used in utensils, kitchen equipment and general fabrication.
Under Quality Control Orders, the rules that make BIS (Bureau of Indian Standards) certification mandatory, non-conforming products cannot be manufactured, stored, traded or sold in India. For imports, BIS certifies only after physically inspecting the foreign mill.
The Bill of Lading date decides coverage, not the arrival date. A consignment shipped on September 30 that lands in October is still covered.
How we got here
The first window covered shipments up to October 31, 2025. It was extended to March 31, 2026, then again to September 30.
The ministry's stated reason was importers' difficulty sourcing 200 and 300 series flat products while domestic capacity ramps up.
The exemption is limited to input-level adherence for those three standards. Final product standards under other Quality Control Orders still apply.
The bigger picture
Each extension so far has arrived close to the deadline, which makes it tempting to assume another is coming. That is a bet rather than a plan. The relief existed because of a domestic capacity gap, and as that capacity arrives, the case for extending weakens. For utensil makers and stainless fabricators running on imported sheet, the difference between an extended window and a closed one is whether October's shipments clear at all.
